lol why couldn't they? You can sign MPP with every country you aren't in war with even with your enemies allies (but then at some point someone will lose the MPP depending on whose original regions were attacked). Interesting question would be this:
If A has MPP with C and A is in war with B. B signed MPP with C and attacks an region that originally belongs country B. Would the MPP activate or deactivate between A and C, or B and C?

maybe you need to wait 24h
