Well.. I cannot create a country with that amount of original regions :S
I could make 5 regions (North, Northeast, Centerwest, Southeast, South) but, huh, it's too little for such a big country, don't you think? In my opinion 10-12 regions would be good.

What do you think about this division:

Amazonas
Including states: Amazonas, Acre, Rondonia, Roraima

Para
Including states: Para, Amapa, Tocantins

Northeast of Brazil
Including all the Nordeste states

Center-West of Brazil
Including all the Centro-Oeste states

Southeast of Brazil
Including states: Rio de Janeiro, Minas Gerals, Espirito Santo

Sao Paulo
Including state: Sao Paulo

Parana and Santa Catarina
Including states: Parana, Santa Catarina

Rio Grande do Sul
Including state: Rio Grande do Sul

Total: 8 regions

Any thoughts or fixes? Maybe dividing the Nordeste or Centro-Oeste?

Rio is the second most important state so, why not putting Rio separate?

and, finally, you can add BRASILIA as another region (Federal Distric, where the goverment works)... its INSIDE the center-west region.

I think, if we create separate States, unless Sao Paulo and Brasilia (Distrito Federal), someone can be unsatisfied, because of their state won't be in the map.

So, I like more the division

I have a suggestion but don't know if it's good. Brazil is a country with continental dimensions, so I thought about let all the States divided into regions except the Capital (Brasilia):

1. North of Brazil;
   
2. South of Brazil;
   
3. East of Brazil;
   
4. West of Brazil;
   
5. Northeast of Brazil;
   
6. Southeast of Brazil;
   
7. Northwest of Brazil;
   
8. Southwest of Brazil;
   
9. Brasilia (capital).

Suggested options, I liked more this:
